Utah’s laws permitting varsity scholars to hold guns to class is getting state attention after the current spate in class shootings. Scholars at the Varsity of Utah have been permitted to carry guns to class for more than a year, ever since state law overturned a ban on weapons in 2006. Utah state representative Curtis Odah is sponsoring a bill to make allowance for all Utah residents to be in a position to carry a gun, hid or not.

The Varsity of Utah had instituted a ban on scholars having guns on campus, which other area universities supported. After the ban was overturned, the varsity has been fighting to have it reinstated…but it seems like they may lose. Media attention on the latest faculty shootings in Illinois and last year’s Virginia Tech slaughter have made some scholars believe that they would have a reasonable chance to protect themselves should an identical attack occur at their school.

A student who wished only to spot himself as Nick chatted with CNN student reporter Joshua Molina, who attends school in Utah.

"Last year, after Virginia Tech, I believed ‘I’m not going to be a victim,’ declared Nick to Molina. "My first thought was, ‘How tragic.’ But then I could not help but think it could’ve been different if they’d allowed the scholars the legal right to protect themselves." he might have a point. "I’d say that we all need James Bond or John Wayne to step forward when a bad guy shows up, but real life doesn’t operate that way," claimed Hamm to correspondents. "In actuality, when a second person draws a weapon in an overcrowded study room full of folks, it ends up with more folks being shot, not less folk being shot." While current rules only permit scholars in Utah to hold guns to class, other colleges in Colorado and Virginia are mulling new campus laws to let their scholars carry on campus. School of Utah student Griselda Espinoza spoke with student newshound Molina : "I feel less safe understanding that a stranger sitting beside me in class can have a gun in his or her backpack," recounted Espinoza. But others feel that at the least, the destruction at the latest shootings could at least have been reduced, a claim echoed by many followers of the new laws.

More than a dozen teachers and public school employees spent part of their weekend at school learning how to use a gun and how to carry it in a concealed handgun holsters.

Clark Aposhian, a concealed-carry weapons instructor, offered a free class this past weekend to public school employees seeking to apply for a concealed-carry permit. Aposhian is the owner of FairWarning Firearm Training, and he also serves as the chairman of the Utah Shooting Sports Council. His wife is a schoolteacher. Aposhian said that the recent school shootings across the country prompted him to offer the free training to educators.

When Aposhian first proposed the idea, his offer was met with opposition from some teachers and union representatives at the Utah Education Association’s conference in Salt Lake City. Some said that the idea of having guns in schools, even in the hands of trusted colleagues who have been trained in weapons handling, makes them nervous.

"We’ve always resisted the idea of arming school employees," said Susan Kuziak, executive director of the teachers union, which includes 18,000 members. "Though the intentions may be good, ultimately, the potential harm is too great." Some teachers at the UEA convention agreed. "Who’s to say a kid couldn’t take a gun from me or another teacher?" said Darren Dickson, a teacher at Altamont High in Duchesne County. "It’s too much of a risk."

But Aposhian said that he doesn’t expect teachers to suddenly become "heroes" if a school shooting occurs. In fact, he said, he tells educators that in such a situation they should follow school lockdown procedures, with teachers locking doors and remaining in their classrooms. "We discourage teachers from roaming the halls looking for an intruder," he said. "We’re not trying to turn them into law enforcement in any way."

The state of Utah allows its citizens some of the most freedom with guns of any state in the country. But school districts in Utah have had ongoing debates over the issue of having guns on campus. Federal law bans weapons from being on school property, but according to Utah law, schools can’t prevent people with valid concealed-carry permits from carrying firearms on campus. Each school district has its own guidelines, such as allowing permit holders to keep their guns readily accessible, but not in a desk drawer or coat closet.

Although Kuziak and other administrators are concerned about teachers having a "knee-jerk reaction" to being trained in firearms usage, many teachers are interested. Despite the UEA’s opposition to Aposhian’s classes, he said that he himself has not heard of any detractors. He estimates that only about 3% of school employees in Utah actually carry guns, but he believes that those who want to should be able to. So he trains them for free. "Everything from custodians, administrators, principals, teachers, counselors," Aposhian said. "In my last class last week I just taught a school nurse who is over quite a few schools."

Included with Aposhian’s free class is the fingerprinting and photographing required for the concealed-weapons application. Public school employees will still have to pay the $59 application fee to the state for the permit. Aposhian believes that if a potential attacker knows there may be someone in the school who is armed, they may pause to reflect. "We will never know if the presence of a firearm in an employee’s hands would have saved the lives of students or staff at these schools. However we may state, with absolute certainly, how many people lost their lives when staff were not carrying a firearm for self-defense."

Aposhian assures his detractors that his intent is not to turn teachers into cops, any more than teaching them to use a fire extinguisher will turn them into firemen. Teachers are expected to know how to perform CPR and apply basic first aid, so offering firearms training for teachers is just another layer of school security.

"We send our kids to school, we expect them to be safe, except we are basically putting our heads in the sand and not realizing what a soft target is," Aposhian said. "Teachers and students are, as we have seen in the last few weeks, going into harm’s way."

These things are meant to be helpful to the police officer. Another important piece in law enforcement equipment that is used to restrain offenders is handcuffs.

Handcuffs that are now used have been first developed in the 1800’s by W.A. Addams. He tried to obtain something that would restrain suspects by immobilizing their hands with a device that would open with a small key. Even though the looks of the handcuffs are a little different, the lock is basically the same as the one Addams invented. Due to the fact that some suspects have acquired the skill to open the cuffs without a key, change is now needed in the design and materials used for handcuffs. As a result, new designs of handcuffs are being developed by manufacturers which use a lock that is harder to manipulate. Also, the materials used are stronger. That makes cuffs more difficult to open and the suspect will find it nearly impossible to escape.

Another important part of law enforcement equipment that sets the police officers apart from the general population is the uniform or apparel. The production of uniforms has known an impressive progress over the past years because the need for better security of the police officers is always growing. Even though the functionality of police equipment is primary, recent uniforms follow up on fashion trends as well as combining a nice aspect with work features. The functionality of law enforcement equipment is heightened by present technology. Some of the features that can only help the police officers are moisture management, UV reduction, bacteria fighting and stain resistance. These things can be embedded in the fabrics and they do not alter the looks of the uniforms at all.

There have been many debates on whether including these types of advance technology in the uniforms will help, because some say that the uniforms have served their purpose in the past without these features as well. But others think that including these advances can help a police officer do his or her job better and prevent some unwanted negative health conditions. As long as it does not interfere with the looks of the uniform that distinguish officers from the general population, the only things that technology can do is help. How much of these technologies should be used is a question of personal preference.

Even for those officers that follow fashion trends there are a lot of uniforms that combine functionality with style. Besides that, given the fact that all uniforms have to be approved before they can be used, the combination of functionality and fashion can only do one thing and that is to help the officers.
